The Dutch pension system is undergoing major change with the introduction of the 'Wet Toekomst Pensioen' (Wtp). This has significant consequences for outsourcing partners such as administrators, governance support providers, fiduciary managers and asset managers. As an outsourcing party, you must reassess strategic questions and align them with the new legal and tax requirements.

Strategy & organisational design

The pension system reform presents you with a strategic choice: will you transform merely to comply with the Wtp requirements (‘comply only’), or will you also differentiate yourself from other players in the pensions market (‘comply and differentiate’)?  

As an outsourcing party, it is wise to address this strategic question at an early stage. We support you by working out, in concrete terms, your future target clients (who), services (what) and the way you wish to organise those services (how), using processes, systems and people (target operating model).  

  • Who: do you want to continue serving only your current fund clients, or do you also want the capability to support other pension funds?  
  • What: which pension product do you want to offer – the solidarity contribution scheme (SPR) and/or the flexible contribution scheme (FPR) and/or an FTK environment? What level of interaction between member and employer (including choice guidance) fits with this?  
  • How: what is an appropriate set-up of the target operating model? Will you opt for a coherent process model, a future-proof workforce, a cloud‑native IT architecture? Which activities will you carry out yourself (‘make’), source from the market (‘buy’) or outsource to partners (‘ally’)?

The new pension system leads to changes in terms, benefits and schemes. Interaction on these changes will increase between pension organisations, members and employers. It is not only important that members and employers understand these changes, but also that they can actively make informed choices.
