Analytical Credit Database

Introduction

In 2014 the ECB announced the development of a central credit register. The objectives of the credit database is to support the ESCB and the ECB in the performance of different tasks, including:

  • Monetary policy analysis and operation
  • Risk management
  • Financial stability surveillance

The final regulation was published on 18th of May 2016. Based on this regulation 7 identifiers and 88 data attributes have to be reported for each instrument. These attributes are related to:

  1. The reportable instrument
  2. The collateral or guarantee securing the instrument
  3. The counterparty using the instrument or providing the collateral or guarantee

The minimum level for the total of instruments per counterparty to be reporting is € 25.000,-. The following types of credits are in scope:

  • Deposits other than reverse repurchase agreements
  • Overdrafts
  • Credit card debt
  • Revolving credit other than overdrafts and credit card debt
  • Credit lines other than revolving credit
  • Reverse repurchase agreements
  • Trade receivables
  • Financial leases
  • Other loans
