REACH is widely recognized to be the world’s most ambitious chemicals legislation. Besides the ambition level, this European Community Regulation on the Registration, Evaluation, Authorization and Restriction of Chemical Substances, is one of the Community’s most complex regulations around.
You need to prove that a chemical substance can be used safely
REACH entails major changes in mindset and ways of working with regard to chemical substances. The REACH Regulation places greater responsibility on industry to manage the risks from chemicals.
Previously, the competent authorities had the responsibility to prove that managing certain chemicals posed (unacceptable) risk. Nowadays, industry has the responsibility to prove that its products can be used safely. The ultimate consequence of failing to meet the REACH obligations is denied access to market.
